Blessings: Thunder/Lightning: Which First

Always say she'kocho u'gvurato malei olam (on thunder) before oseh ma'aseh v'reishit (on lightning.) 
If you see lighting but don't hear thunder, do not say oseh ma'aseh v'reishit at all.
